Называются разные причины возможной отставки. Одна из них – провал украинской политики Кремля.
Как отмечают собеседники издания: «Стратегия на украинском направлении в целом зашла в тупик, минские соглашения не исполняются, каких-либо прорывов в обозримой перспективе не предвидится».
Кроме того, упоминаются также конфликты Суркова с другими ведомствами, которые «считали, что он вмешивается не в свои дела».
В частности, по словам двух источников РБК, близких к управлению по СНГ, у команды Суркова был конфликт с силовиками, в частности с 5 службой ФСБ (служба оперативной информации и международных связей), отвечавшей за контрразведку на территориях так называемых «ДНР» и «ЛНР».
Именно эта служба, утверждают источники РБК, поддерживала главу так называемого «МГБ ЛНР» Леонида Пасечника в его конфликте с бывшим главарем «республики» Игорем Плотницким. Плотницкого, в свою очередь, по многочисленным свидетельствам, поддерживал Сурков.
Некоторые, впрочем, утверждают что вероятный уход Суркова со своего поста не связан с российско-украинскими отношениями. По словам близкого к нему директора Центра политической конъюнктуры Алексея Чеснакова, Сурков скорее всего не останется в Кремле.
«Не знаю, как и когда будет приниматься решение, но у меня ощущение, что Владислав Юрьевич вряд ли останется работать в нынешнем качестве», — сказал политолог.
По словам еще одного источника РБК, ранее из президентского «управления по социально-экономическому сотрудничеству со странами СНГ, Абхазией и Южной Осетией», которое официально возглавляет сейчас Сурков, уволился начальник одного из департаментов Инал Ардзинба.
По данным украинских правоохранителей, Ардзинба является куратором несостоявшейся так называемой «Бессарабской народной республики» в Одесской области.
Переговоры об урегулировании конфликта на Донбассе ведутся в трехсторонней контактной группе в Минске (Украина, Россия ОБСЕ), а также в нормандском формате – с участием представителей Украины, Франции, Германии и России.
Кроме того, переговоры идут по линии специального представителя Государственного департамента США по вопросам Украины Курта Волкера и Суркова.
Они провели четыре раунда переговоров: 21 августа 2017 года в Минске, 7 октября и 13 ноября в Белграде, 26 января в Дубае. Сурков и Волкер обсуждают пути реализации Минских соглашений и возможное введение миротворческой миссии на Донбасс.
На последней встрече, по словам министра иностранных дел Украины Павла Климкина, не было достигнуто никакого результата.
В апреле 2018 года спикер Кремля Дмитрий Песков заявил, что в переговорах по линии Суркова и Волкера «фиксируется пауза».
